I'm guessing they don't want anyone taking a picture of someone's hat flying off into the wind (if they were wearing one, since it's optional, and it would only be embarrassing if you were over 18).Strange times, you can't drink a glass of wine alone if you're 18 but it's OK to get nekkid in a crowd.
